A number of factors have led the SBE to post preliminary letter grades. Since the adoption of the A-F School Accountability Plan, the SBE has determined the federal Every Student Succeeds Act requires revisions to the Plan, including the removal of science data from proficiency measures. Also, the College and Career Readiness Indicator must be revised to include all seniors, not just graduating seniors. Most importantly, the 2016-2017 A-F Accountability Plan is a new plan that must include additional time for field validation and data review.
Technical Advisory Committee
The Board has appointed a Technical Advisory Committee (TAC) consisting of data experts related to K-12 student achievement research from all types of school configurations. The Board directed TAC to: 1) review the A-F Accountability Plan, business rules and impact data; 2) identify any problematic issues found; and 3) comprehensively report on its findings at the December 4, 2017 meeting. Under the Board's direction, the TAC will also meet to review methodologies on single letter grades for schools with non-typical school configurations, model data, and discuss options for the Board to consider at its December 4, 2017 meeting. Data and Coding Review Period
The Board approved a review period for schools to submit data and/or coding issues related to school letter grades. Requests for review were accepted between October 24th and November 3rd. The Board has logged the submissions and forwarded them to the Arizona Department of Education. A detailed list of findings, including a list of schools who are eligible for grade changes, will be reported to the Board at the December 4, 2017 meeting for possible additional action.
Preliminary letter grades are posted in one of three categories:
A, B, C, D, or F
School has received a preliminary letter grade based on initial calculations using the currently adopted methodologies.
School that has timely filed an appeal; and
School with a non-typical school configuration.
Please note: On December 4, 2017, the SBE will discuss potential methodologies to apply to letter grades for schools with non-typical K-8 or 9-12 school configurations.

To capture feedback from the field, the SBE staff hosted a series of open houses through November 6th at its offices to gather public input for potential revisions to final letter grades for school year 2016-2017 and in upcoming school years. Interested individuals still have the opportunity to provide input through the SBE’s inbox at [email protected].
At the December Board meeting, the SBE will review TAC's findings regarding non-typical school configurations and the A-F Accountability System as well as findings relating to the data review period and public feedback. Final letter grades for school year 2016-2017 will be subsequently issued and a timeline for appeals of final letter grades will be announced.
